Two more people have been arrested in connection with a robbery at London's Heathrow Airport where 21 people were injured by a substance believed to be pepper spray, according to police.

A 24-year-old man, was arrested in the Lambeth area on suspicion of robbery and assault and a 23-year-old woman was detained on suspicion of conspiring to commit a robbery. They both remain in custody, authorities confirmed.

These detentions follow an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Before the attack, two women had stolen from them their luggage after getting out of a parking garage elevator.

A toddler aged three was among the injured in the event. Five people were taken to the hospital for medical care and were later discharged.

Officers arrested a man in his thirties for suspected robbery and assault close to the scene. He has since been released under investigation as the investigation proceeds.

Police were called at approximately 8:10 in the morning GMT following reports of several individuals hurt by a noxious substance believed to be an irritant spray.

The attack - an event that police said was a standalone incident and not being treated as terrorism - caused train delays and the temporary shutdown of the Central Terminal Area tunnel and the T3 parking facility for a short time.
